It is headed from the Navy Department and is dated November 2nd 1862. In the letter, Welles is writing to Lieutenant Commander Edward Simson. Edward Simpson (March 3, 1824 – December 1, 1888) would go on to rise to the rank of Read Admiral. In the lower left hand corner, it has Simpson's name and rank and notes that he is onboard the U.S.S. Passaic "off Charleston". Welles is thanking Simpson for making suggestions for the improvements of the Iron Clad war ships. On the second page of the letter, it is signed in ink by Admiral Dahlgren where he forward the letter. The Admiral signs it in ink "J A Dahlgren". and he adds his rank. So you get a letter from Lincoln's Secretary of the Navy and it is signed by Admiral Dahlgren. The letter is accompanied by modern xerox copies of images of Welles and Simpson.
